Mr. Davis’s background includes 4 years in project construction management, 25 years as the Site Fire Protection Engineer, and 5 years as the Emergency Preparedness Manager for a for a nuclear power   station, 39 years as a volunteer firefighter and Emergency Medical Technician including the last  17 years as Deputy or Assistant Fire Chief and Training Officer, 27 years as a Pennsylvania state local level fire instructor, 26 years as a municipal emergency management coordinator and 20 years as an elected supervisor for Ross Township in Luzerne County. Mr. Davis has extensive experience in industrial and municipal fire protection with fixed systems, programs and procedures, as well as firefighting and pre-fire planning. Mr. Davis has managed multiple                       federally evaluated emergency exercises at a nuclear station including a successful hostile action based exercise which involved multiple federal participants and evaluators. Mr. Davis led the  initial response team at a U.S. nuclear facility in response to the Fukushima disaster in Japan. He also has significant experience in interfacing between industrial facilities and their associated insurers and regulators. Mr. Davis has provided training and education for industrial and  municipal firefighters on multiple topics, and personal care home staff emergency response and employee safety. Prior to this position, Mr. Davis held the position of Manager – Emergency Preparedness at a nuclear power station. Mr. Davis is an adjunct instructor in the Fire Science Technology degree program at Luzerne County Community College (LCCC).

Mr. Landis is a Safety, Health and Environmental Specialist and is the Program Manager for the company’s East Central Task Force (ECTF) contract.  Mr. Landis’ background includes 43 years in the fire and rescue services.  He served 10 years as Fire Chief of the Keystone Fire Company, Borough of Shillington and 27 & ½ years as a career firefighter for the City of Reading with the last 1 & ½ years as a 2nd Deputy Fire Chief.  Mr. Landis is currently an active member of the Township of Spring Volunteer Fire Department.  During his time in the fire service, Mr. Landis has written several Assistance to Firefighter Grants and several VFVAS Grants.  Mr. Landis has been a Pennsylvania State Local Level Fire Suppression Instructor for 28 years and during that time was also an adjunct instructor at the Pennsylvania State Fire Academy and the PPL Fire School.  Mr. Landis has taught several fire and rescue courses, including Terrorism Preparedness to employees of several utilities and manufacturing companies, as well as municipal firefighters.

Robert Gum

Dr. Robert Gum, DO, MPH, a 40-year veteran of US uniformed services and NDMS, and comes to Cocciardi as a part-time Senior Professional: Medical Officer.  Dr. Gum has an extensive deployment career and has operated medical facilities in remote locations both with in the US boundaries (ALASKA) and Europe. He spent time as the medical officer at GITMO, and has an extensive WMD/CBRNE background. He served as the medical officer for the Aberdeen Proving Grounds, within the Soldiers Biological and Chemical Command.  Subsequent to military service, Dr. Gum held the position as Associate Dean at the West Virginia School of Osteopathic medicine. With NDMS he served as Chief Medical Officer and was the CMO deployed to the Terrorist Bombings on the United States in NYC – 9/11.  He has deployed nationally and internationally as an NDMS CMO, including training all USPHS officers who deployed to the International Ebola Crisis – West Africa – 2014.

Dr. Tim Davis is a 40 year veteran of the US uniformed services. Subsequent to a 20 year career with the United States Air Force as a Flight Surgeon and Chief Medical Officer, he transferred to the United States Public Health Service (USPHS). He completed training through the CDC Epidemiological Investigation Service (EIS), as well as an MPH. During his time at the Center for Disease Control and Prevention (CDC), he specialized in bomb blast injuries and research, which he continues today (teaching at the Uniformed Services University of Health Sciences – Medical School in Washington DC.). He has subsequently held positions as the Director of Emergency Medicine at Grady Memorial Hospital (Atlanta) and a chair at the Emory University Medical College. Notably with the USPHS, Dr. Davis has held the position of Chief Medical Officer with the National Disaster Medical System (NDMS) and has been involved in responses such as the Haiti earthquake, Hurricane Sandy and the BP Oil Spill.

 

A part time Senior Professional – Medical Officer, Dr. Davis provides Occupational Health expertise and support to our company.
